Is it possible to download Torque 1.5 instead of Torque 1.5.1?

1.5 had a number of bugs which 1.5.1 fixed, so I doubt they would supply a download for it.

And yet due to the amount of bugs that were introduced in 1.5.1 should they not let people use an older version if they wish to?

A smart practice would be to download each iteration of the engine and burn it to disc or save to a backup hard drive (like I do).
