Bug: persistant load bar

I need to know how i can get rid of this. I've tried restarting twice.

loading bar still here.. I can't believe it, it sits right on my GUI!

edit: oh loathsome load bar, why could I not defeat ye. alas, I had to switch user accounts.

    I'm having the same problem, which type of account does it run on, I've tried an admin account and a more restricted account. It sits on the stage: "- Loading common scripts."

    Also I'm quite concerned that nothing will close it short of a full restart...

    I eventually got rid of that load bar by opening a new account on my computer. A few weeks later, I checked back on the load bar and it was gone. The weirdest part bout it was it was on top of everything, so it was totally disabling. Glad i got rid of it...
