Master server...?

Hi, I am a new game developer, obviously, and I have no idea how to set up a master server. I was told to talk to you guys, but I am pressed for time and resources (see: Sitting on computer at Public Library). My friend (who shall remain anonymous) has offered to set me up a master server program on a server he's building, but therein lies the problem: I have no idea how to MAKE a master server program. If anyone has any ideas/tips/tutorials for me, please let me know.
