What program do I use to make models, and how do I import them?

For the budget conscious person (specially if your budget is $0)... look into blender...
you can find a bunch of stuff on this site about it, including tutorials on how to use the exporter on this site as well.

You can read a lot of info about exporting from Blender on TDN: http://tdn.garagegames.com/wiki/DTS/Getting_Started and scroll down to the Blender section. Check out the forum for discussion about the Blender exporter.

A lot of people will also recommend Milkshape, which is $25 and is covered in Ken Finney's books about Torque. There's also a program called Shaper, which is also $25 and is specifically designed for exporting to Torque DTS files.
