CVS server error: Cannot add file

cvs -z6 add -kb d3dx.lib (in directory D:\supreme\lib\directx8)
cvs server: cannot add file on non-branch tag HEAD
Running WinCVS, server is running on linux...
Does anybody know what causes this? (Yes I am trying to add the file and not update it, I forgot to include the file originally)
