Dealing with Contractors

Quick question, I have a contractor that I have hired to finish out my game and I am working through the EULA. But I get held up on the non-transferable part. Does this mean my company can not purchase a license and then allow the contract to use it and then get it back for the next contractor? How do I get around this?

Hire contractors that already have TGE licenses or adjust your bid to include a license, knowing that they can walk away with it.

EDIT:
Or purchase a commercial license. That allows "seats" rather than tying it to that specific user.
