Assasin Game Concept

My name is TJ Burke I've been fleshing out a rough script for a new game concept and I'm looking for someone with some real knowlege of some good game engines and coding to help me ground the whole idea in reality. Im a 3d artist and I want everything to be huge but a technical project manager would be very helpful in getting this idea off the ground.

So here is the concept in brief:

Set in the near future of Tokyo. A Yakuza assasin refuses a mission to bomb a bus load of children and has a hit put out on him. So in order to survive, he must run, fight, and intimidate his way out of the hit even if it means "cleaning out" the whole organization. I envision a third person perspective with huge urban environments similar to gta3 and a lot of civilan and official traffic. The game would require players to track thier foes across cities. The use of stealth would be rewarded although huge fire fights could often solve the same problems. With weapons ranging from piano wire to katanas to missle launchers I think this game could have great replay value and could capture the energy and speed of Hong Kong action movies like no game ever has.

The Ideal candidate would have intimate knowledge of the ins and outs of these engines, ai, and what it takes to make an indie game happen. I'm not asking for a pro just somone who could take over the lead of the technical side and let me worry about the visual end. I'm open to any ideas and any one who thinks they could help should contact me.
