Yes
During the course of reading the book, if you follow the examples, you will make a sample game.

Yes
If you have a game idea, AND
If you have the art assets you need or can get them, AND
If you have the endurance and will it takes to make a game, ...

then you can indeed read this book, practice with the tools, and make a game.

No
If you need to make extensive engine changes, or if you don't have any of the items above, reading this book will only get you part way home.

My second book (I'm finishing it now) covers the C++ programming side of things.
