Is there a way to edit the U V scale once a brush is made?

Is this functionality present, and if not would it be possible to include it?

I find it frustrating that if I set the U V scale for an brush when I first create it, and then decide to reuse the brush but with different textures (I am trying to build up a prefab library), I can't seem to bring up the tool to change the UV scale.

You can change the UV scale by selecting the faces you want to change and going to the Object Properties tab.
