Editing Environment Question

I have a question about the Advanced Torque Engine which I'm interested in purchasing, specifically the WYSIWYG mission builder. Is this the same editor tools included with the plain Torque Engine 1.4.1?

TGEA is offering the same editor than TGE, as long as it is using the legacy terrain (TGE).
Altlas2 - nearly infinite terrain - has no editor yet.
