There is not a German localization. But I believe there are several German devs here. Do a search for Germany. I think there was a topic on German language developers using Torque a while back.
Puppeteer is a fancy term for allowing boned animation in your models. You will have to set up your animations and such in the 3D app of your choice (Lightwave, Maya, Max, Milkshape, Blender, XSI, GameSpace, etc). It is not a separate animation application and should definitely not be confused with Puppeteer from TrueSpace, which is the animation system for TrueSpace and GameSpace.
