TGBX feature request: layer management

I think it would work a lot better to have layers only show when you actually create them. So instead of having 31 static layers, you start with layer 0 and you click a button to add a layer/remove layer, etc. Basically, just like photoshop does. This way, it's easier to manage layers and if you want to completely replace the background layer, you can just delete the layer, which would delete anything on that layer.
