3ddiggers City pack workflow problems.

Well I purchaced the 3d diggers City pack (With streets etc..)
GREAT pack.
The problem I am having is how to get this pack organized for workflow ? There are a LOT of map files.
Hammer - I have put all of the .map files in hammer as prefabs problem here is that they are too large. Within a few pieces I have almost filled up the work area. When I try to scale them down even with lock texture the textures get messed up.
I tried loading them into quark but when I load them they are all in separate folders so selecting a single building is really hard. and I just plain hate quark I cant really figure out how to get it set up with the developer files.
Cshop - well here I cannot get the textures to load from the map file.
Torque - Great but its really hard to get the road pieces to fit together since there is no snap like funciton in the editor.
What is the best way I can get these map organized right so that I can drag and drop to create my city. So far hammer is the best! But I have that scaling problem. Is there any way around this ?

I have read that portion and I have copied the files into the quark directory and I at this point I still dont have it right.

sorry for the late answer. I'm sorry but with the problems with Hammer and Cshop I can't help.
But for the align of the dif within the torque mission editor we have put together a little tutorial.
You can find a pdf file here => www.3d-diggers.de/Tutorials/ModulareSystem.pdf
It explains how to put together our difs seemless (this works because all city buildings, including the streetparts are made with a grid of 128/256/512/1024/2048)
With your problem with the QuArK, please give me one or two days and I make you a similarly tutorial to setup our packs in QuArK.
And after some work with QuArK the whole tools isn't that pain in the a.., even I can work with it and I'm a coder and not an artist.
