Fog layers not working?

I've encountered a very unusual problem with fog layers.

The aim is to have a low but thick fog layer. It's from sea level up to 200 meters above sea level. We are using atlas terrain in tiles, which puts the sea level at 150 meters, so on the terrain, fog level is actually 350 meters.

I just can't seem to get the fog layer to go lower then about 250 meters thick, even keying in something like 5 0 10, which is a 5 meter view distance in a 10 meter fog bank, the fog stays at a the 250 meter level.

Plus, on occasions with some settings, the view distance doesn't match the display, and seems to change based on the max altitude.

Also, if I go under the fog bank, it'll suddenly vanish on the current atlas tile I'm on. On occasion it doesn't vanish, but I can still see foliage replicators and objects as clear as day.

Bug? or just me? :D

Let me know of any info or screenshots that would be useful.
