Setting up an Online Store

Hey!
I've been helping out my mom by making her business a website. And I thought to myself why don't I make myself a website and sell Art Packs for Torque.
I talked to my brother about it and he told me that the goverment would hunt me down and make me pay taxes and that I would need a special licence to sell stuff. I have this feeling that my brother has no idea what he is talking about because everyone sells their junk on ebay and that doesn't take a special licence, but I don't want any problems with the government (I live in the united states by the way).
What I am thinking of doing is setting up a web site with my host as http://www.1and1.com (doing the business plan for 10 dollars a month, I'll be sharing the same web space as my mom's business) and either using 1and1's tools to sell the Art Packs or I might use Paypal's merchant services. I'd have to set up with some sort of system that will send a temporary link to the download to the email of the buyer, but i think i could figure that one out with the help of my coder partner Kyle Cook.
If anyone knows if I need a "special licence" or if the government will hunt me down, or if anyone has any tips I'd love to hear about them.

Depends... sometimes you have to report on your own income tax and pay taxes that way. Check with your state regulations on it.

If you are under 18, you will have to report income on your parents income taxes (check the code for where and how and the specifications since they are claiming you as you cannot claim yourself unless you fall under extreme circumstances. If you are over 18, then you will have to claim it as income depending on how you contract your artwork. For sold items, you will have to claim it if it is over a certain amount (again, check tax requirements as the amount shifts).
