I saw virtools can make PSP games. Will TGE support making PSP games?

SCE DevNet. They do not publish the cost of an official devkit, should you have a title or history of titles that they can impress them with. Most often, you will go through an established publisher with a PSP contract and devkit.
If you're interested in Virtools (once you become a licensed PSP developer), you might like SNSYS ProDG as well.

Those have nothing to do with an official license from Sony. Those are homebrew hacks to the PSP (and some of the homebrew projects are pretty cool...but not legal for developers to utilize in a commercial setting). If you only want to see something on the PSP, then they're great. If you want to play with the hardware, it's great. If you want to have a UMD game on the PSP for sale, you will need an official license from Sony. The closest legal development platform that you will be able to find on an indie price-point is Adventure Maker, and the games are on the level of point-and-click adventure titles.EDIT:

I see. Thank you. SNSYS ProDG is a good site, but virtools... there are too much things to learn, currently I am still in learning TGE ;P.

Have any idea how much Virtools 4 for the PSP is on top of a PSP license from Sony? I'm not sure what PSP licensing costs.
