Recreating the terrain in a 3d package

I want to make a simple mission script generator via Lightwave, but I need to get the terrain in to place objects properly.
From what I have read the default terrain size if 2k x 2k.
So I've exported the terrain bmp from my mission level as a PNG and used it as a displacement map in Lightwave on a terrain with 256x256 segments. I can set the mimmum height because the terrain deformer in Torque states the minimum height.
But when it comes to scaling the displacement map to match the maximum height, I'm clueless.
The terrain deformer in Torque says height range is 300m. So I scaled the deformation value in Ligtwave (which defaults to 1.0) to 250, thinking it should be height range - minimum height = 250.
Maybe it should be 300? I don't know.
Does anyone know how I can get an accurate terrain from Torque into a 3d mesh form?
