DLR 2.0 for Torque 1.5

I tried to email Alex Scarborough about this directly, but his email bounced...
My company is currently licensing Torque 1.5 and are interesting in using the Dynamic Range Lighting mod for it. However, from its product page, it says that we need to be owners of of TLK. That's well and all, except that isn't the TLK included inside of 1.5? If so, do we still need to "buy" it? Or can we just somehow "buy" the DLR as a separate product? I've noticed some references to the DLR / blooming code in the 1.5 Torque source, but is all commented out (and it doesn't look complete either...)
