What tse is capable for ?

Recently i have played COD II [pc version ]. such an awesome game with high level of emitters and aiplayer per scene ,depicting really warfield zone. hats of to the developers and the engine engineers.
all this with out compromising FPS or any drag in the game.
I HAVE TWO QUESTION TO ASK .
1) IS THIS KIND OF PERFORMANCE IS POSSIBLE WITH OUR TSE ?
2) WHAT ARE THE FACTORS DO THE GAME SCRIPTORS AND ARTIST TEAM NEED TO KEEP IN MIND . FOR MAKING A GAME IN TSE.SO AS TO HAVE GOOD FPS IN LOW END CARDS.
