Great Games - how?

I love the website for the Great Games Experiment. But I want to make a website like this, so what website generator can I use? The bit I'm interested in, is the ability for people to make their own profile and edit there space on the website. Are there free solutions for this?

PHPNuke is quite okay, so is PostNuke. There are lots of others out there.
