Can't buy TSE

I tried to order TSE online, but when I do so, I get this error:
Error: km15837
We are unable to proccess this card online.
Use the mail in check payment option or phone GarageGames to place your order and mention this error.

I've tried several cards and always get the same error. I ordered several GG products online in the past with no problems. Why can't I order TSE?
Also, I'm in Singapore right now. Could that be causing the problem?
