RTS & Adventure Kits: Stand Alone or Dependant on TGE?

Do you have to have TGE to run the Adventure and RTS kits?
Also, are there ways get the Adventure and RTS kits that are dependant on TGE, so you don't have to pay as much?

Not trying to be rude, but this is clearly stated on the product pages:
