Movie as Backround, time place speed control?

I am looking for an engine for a project, I was thinking of using Torque, I am new to the Torque engine so I am not sure If Torque can do this.
Let me tell you what I am trying to do-
Film background with moving sprites set to correspond with what happens behind then I the film, how to cue the game?
The 2d engine perhaps?
I don't want to make a regular scrolling game, the game does not scroll, the position is not moved to the right like a scrolling game, no the camera stays in the same location, your thinking that would be boring, no its not because instead of a flat 2d image as a background we are going to put a moving image, a film playing, think of the background as a cinema screen, the screen will play a film, this will be the background the moving image on the screen, now in front of the screen I want to place sprites, these will be people walking and shooting, what they do will correspond to the film playing behind them, because of this I need to have control over what they do, I need to be able to time moving spites to a background that has the movie playing, control when it appears its position it appears in where it moves to and the speed it moves, I play a movie in the background and I want the sprites to appear when I want them to in a position i want and move where I want at the speed I want.
how can I do this, I need to edit this and would be nice to have playback so I can see what happens, how can this be done, how can I cue up events to a film playing in the background, any ideas on this, would you go 2d or 3d, I was thinking that the 2d engine could do this as its all in 2d, would I be able to do this, any ideas on how to pull this off?

I want to use the 2d engine.
Can you play films in it, if so can I have control of the film, can I control when it pays and can I pause it, how do I do this, what control can I have of this, can I pause the movie in the game editor to set up an event to happen at the exact time that the movie is paused.
So what I am looking for is can I control a movie being played in the editor, can I have events happen, like a separate sprite moving in front of the film.
Is there a time line editor, a way of setting up what happens in the game according to the time line, this seems the best way of handling this, so a time line editor to set off events when I want, is there one, I need to see if this is possible in Torque, can I do what I want in the first post, if not then the engine is no use for this job and Ill move on to a different one.
