Torque Build Environment link is not working

I JUST bought the indie license for TGE, installed it, and have been trying to download the Torque Build Environment through the link provided on the TBE page. Someone please fix this link VERY SOON. I'm excited to get started, and since I'm new to this whole thing, I want to use Torque's compiler, debugger, etc. The Full Setup Instructions link is also broken.
