Simply that yes...
it would hold the building, owning and managing of cities, mobster scenes (gangstaah :D )
Ever played Fallout 2 or Bandits: Phoenix Rising? it would be like putting Fallout 2, Bantits, STALKER (ain't come out yet...) and WoW together.
"The small squad, sitting in the home-made junkish machinegun armed car, racing by a little village, while one stays and mounts the machinegun, the rest hops into the closest houses to raid. Stealing what food, ammo and fuel they can find. Then comes the town militia, basically some dudes with crappy shotguns and molotovs. Trying to kill the damn bastards. While most gets away in their car, some gets... Killed... Only to respawn (after recieving a fit death debt, like loss of xp and that kind of regular stuff) in the town prison (or one in a bigger city)."
It all would have this wasteland savour-every-piece-of-crap-you-own-style.

There was already a game called Wasteland. It inspired Fallout.

Well in all fairness at this point with mmorpgs, it's going to be hard to do something different, with each new blockbuster mmorpg making more money then the last any game company with some moeny is trying to make one, best suggestiong I could say for new mmorpgs is to make a SOLID one, one that has all the features people wants, easy to use good interface and graphics. Look at WoW not a single original idea in their whole game not one, but best selling mmorpg in history. it's like fps they're all the same but some you love and some just don't do it. You still buy the new fps knowing your going to have an mp5 and body armor and shoot the same bad guys
