TSE MIlestone 4 update question

I'm currently getting ready to start a new project. I have TSE 3.5 milestone downloaded and ready to use, but I saw that milestone 4 was finished. My question is: Is milestone 4 finished, I also read the the TLK has been integrated into milestone 4. I read some forum that it going to be in Milestone 4, but it hasn't been implemented yet. I this true or is Milestone 4 finished with the TLK integrated in it or not.
