Torgue: turn based gaming

Turn based email games have certainly fallen out of favor but I feel this is a good market for an indie.
I am looking to create 2D econ/war games (multi player..email based).
I would like to hear your thoughts on which game engine to use. Is the Torque game engine the tight choice for this game type? Pros and Cons? Game Builder?

Are there other "non-torque" based engines that would be better for this type of game?
I noticed there is a kit for making RTS style games that would appear to be quite a kick start in working on a RTS game...is there anything like that for turn based/email gaming?
When I did a seach I saw a refernce to something called the "Turn Based Strategy Pack". Is this still available? All searches seem to end in an area with the following warning: "This content is restricted to Turn Based Strategy Pack owners".

I also am embarking on making a turn-based game (dunno why you say they are out of favor with recent games like Civ, Moo, and Galactic Civ doing well). I wish I could be more help, as I'm a Torque noob who is just getting started, but I'm looking at both Torque and Beyond Virtual as being candidates for making this game. Like you, I looked at the RTS kit and it seems like just what I need to get started, and for this kind of game I actually like the fact that (basic) TGE isn't burdended by all this high tech shader stuff as I want this game to work on "ordinary" pc's without high end graphics cards. Does Torque have everything we need in it to build this kind of game? Dunno... guess I'll find out in a couple of months, lol.

I think both of them would suit for a turn based game.
