Cyclic animation not playing ?

The setup is a rotating radar so it fit perfect for the radar tutorial .. everything seems fine in blender and when i export i dont get any errors but ingame and in torque show tools it doesnt seem to actually play the animation?
does the exporter have a problem with bones that are attached to vertex groups ?
