Particle Emission rate effected by effect's velocity

I'd love to see a way to have a particle emitter be forced to emit a new particle when the emitter has moved X distance/pixels as opposed to a time based emission rate.

This would be ideal for generating consistent trails behind varible speed items such as jets, missiles, muddy footprints etc etc.
