TGE 1.4 Tank Content Pack Install Instructions?

Is there documentation on how to install the tank content pack for TGE 1.4? The insructions that came with the pack are for 1.3, and while there are notes how to adjust their code for customized versions of TGE Im having a real hard time getting the tanks to be driveable, i can place em as static shapes, but not as a vehicle.
