Is there a location for Torque related feature requests?

Specifically, I would like to request some simple options in the 3dsmax dts exporter. Where shall I submit such a thing?

Before you submit it, you might check the development snapshot of the new one first to make sure your request isn't already covered.

Shoot. The feature I want isn't there. Thanks all the same. I'll discuss on that page.

(FWIW, I would like a method for configuring the exporter's unit scale with those I have set in max. The 1 unit = 1 meter really makes for awkward workflow.)

Ah, yeah... I think you're not alone in that desire.

As I understand it, you can change the scale in your mission settings somewhere though I don't know where... and I also don't know if changing the DTS unit scale would affect the DIF unit scale.
