Active Tiles or Derived Class...Hum?

I have an odd layout I'm having a bit of trouble getting to work right. I do not believe Active Tiles will work for what I'm attempting but maybe they have some functionality I'm not aware of. The problem seems to be in the fact that I need custom positioning offsets for my tile rows.
This is what I'm attempting to do.
I need two layers, the blue layer offset by the height of the red layer, and the red layer offset by the height of the blue layer.
For the life of me I can't see any way to do custom offsets in clean way. It almost looks like If I wanted to derive my own offsets in tiles, I would have to derive maps, layers, and tiles. Unless there is a way using Active Tiles to modify their "positions" after creation, where picktile, etc would still work as expected.
Can anyone shine some light on what it might take to accomplish tile layers like this?
I know I can split up my artwork and draw out each piece, I was just hoping I could do it like this since it would allow me to build things like highlighters, etc more cleanly.
