TGB Compiler

I have just recently switched from using TGE to TGB, and I had earlier been relying on TBE (Torque Build Environment) for working with the source code.
However, I can't change the directory (from C:\Torque\SDK). On top of this, I read that TBE doesn't work with TGE 1.4 (which I heard this version of TGB is based off of).
I was wondering if anyone knew of another free compiler to use for TGB.

I use the free MSVC 2003 compiler and MS Platform SDK, Code::Blocks for an IDE.

All searches for MSVC 2003 said that MSVE replaces it, too.
Are there any other free compilers I could use in the time being?
I currently have TBE and Dev C++ installed, though I heard that Dev C++ won't work with Torque. Why is that exactly?

I downloaded MSVE, and I was going to install it until I found out it needed to download 91 MB to do so. The problem is, I'm currently on dialup (and will be for a while), so I won't be able to download something that big.All searches for MSVC 2003 said that MSVE replaces it, too.
