I am curently working on a desert in TSE. I want to make some strait uo and down caynons and mountians. But I want to them in a 45 degree angle. I also want to make some clikk overhangs and maybe even have a city below it. I can seem to find where to make the terrain move in a diferent agle other than strait up and down.

Yea I think that's how wow does it.. like the Orc city has some objects embedded in the terrain.

The new Torque Atlas system doesn't have this representational limitation anymore, but the art pipeline for Atlas to open this up is not available just yet. My understanding is that the next Atlas release, which in my estimation will be out in the next 2 to 4 weeks, will include the ability to do what you want.
If you cannot wait for these updates you can write your own Atlas import process, as the features needed are largely there, or mix in specially crafted DIF shapes to fake terrain overhangs.
