Managing the Resources for the site

The site needs a system that allows the creator of the resource to update the resource and also display what current versions the resource works for. That way once people add changes in the comments the creator can go back and update and re-plubish it so to speak. Also once you have this working then owners of older version can search for things that apply to them only. Also when searching for people on the site it would be nice to be able to pick a region or state.
