Will TLK fix this?

I'm fooling around with some faux cel-shadery setups, and they look okay in some quick tests when on terrain, but once I stand on an interior, all the lighting gets killed. And I plan on my game being built entirely on interiors, so this is kind of a big deal. I tried looking at the old 1.3 TLK demo on the site, but it's sun-based player lighting was worse than stock TGE's. Here's some small screenshots to illustrate what I mean.
Good (on terrain)

Bad (on interior)

And is there other stuff it can do that could make faux cel-shadery lighting look better too?

Absolutely, TLK allows you to easily switch from the more ambient lighting to a directional lighting on both interiors and terrain. Also you can fine tune the DTS ambient and directional lighting ratio to get a cartoony effect.
