I suspect you would first have to create the water block in a function(by coppying out the one from your missions file)... Then use varabiles as the settings, then, have some type of thingy to change thoes varables...

You can create water blocks on-the-fly, but I don't think the script fields will update when you change them(unless, of course, you add the functionality).
