PC Too Fast?

I've been away for a while, real life stuff etc, at anyrate I'm revisting my project and I downloaded the v1.4, installed it and when I run the FPS Starter kit, its running really really fast.
The monster in the game runs so fast it just zips accross the screen, when I try and move its nearly impossible because I'm going to fast. I actually got stuck in a wall because of it.
I tried just opening up the base and going into the world editor it has the same problems, everything just moves to fast.
My big question is, how do I slow it down? its pretty much un-usable in this state.
I did by a new PC since last I used Torque.
The specs are:
WinXP Pro (32 bit, I didn't want to load 64 bit because I wasn't sure if it would interfere with my other work projects)
AMD 64bit 4200+ dual core
2GB RAM
NVidia Geforce 7800 GTX 256MB (from eVGA pre overclocked to 490mhz)
Keyboard, mouse, drives etc I don't think are relavent (maybe they are I can post em if they are)
I tried searching, but wasn't having much luck, honestly I wasn't sure what to really search for its just really strange.

I didn't even think about that *doh*
I was trying to search for "too fast" or "speed issues" etc.. and came up with nothing.

This "problem" has been reported in multiple threads and the "fix" has been posted mutliple times, also. I simply searched for "dual core" and came up on one thread with the link to AMD 64 X2 driver page.
