Animating a pump

Animating a pump can't get it to work right
the base of the pump and the pump arm all move up & down
can't get the base to stay in one spot and the arm to go up & down
how do you export it all out in maya
could someone point me to a tutorial on that kind of stuff
or tell me how thay got two pieces to work for them or how to fix it
that will be cool
I have TGE 1.4, maya 7.0
