Billboards+scale bug in 1.4

Billboards are ignoring shape scaling in 1.4 entirely. Even if the shape is scaled to "0 0 0", the billboard renders in it's normal size, what is completly annoying as we are using billboards as the last lod for trees, and that makes randomly scaled trees become all the same scale when far form the camera.
The billboards used to conform to scale on 1.3 and in the ShowTool Pro, so I'm puzzled as why they're broken in 1.4.
