the XBox is the one and only reason right now I'd like to see DX8 features put into Torque.

The costs are high ($10-50k) and the returns are no where near guaranteed.
The program I believe you all are referring to is the Independant Games Program that was aimed at the indie game places much how GarageGames is. They provided a stripped down version of the SDK to companies with well-planned ideas and the skills to produce the game.
It was more of an experiment of anything, but some punk-ass broke the NDA by giving out some of the software that came with the SDK. He was busted, and single-handedly shut down the program. They claim they'll be opening this up again, but I don't think that will occur anytime soon. If they do, they will be put through a much more rigorous screening process, and possibly a strong way to legally bind folks to not share the software provided or break the NDA. Right now, a broken NDA to a non-commercial group isn't much beyond hurt feelings.
Only thing I can suggest is that you work with Torque, and then if things really start falling into place you think about Xbox. I think you are really getting ahead of yourself, because the furthest-along game I've seen is Myrmidian and they are very far from a complete demo. Right now it's DM with a few neato features.
Think small, then go big. In that order...

Incubator program is something that is meant for development companies undecided on working on the Xbox. It allows them to purchase a discount SDK for a period of time in order to produce a game demo. The costs are high ($10-50k) and the returns are no where near guaranteed.

Woah, the XPK program got shut down? That sucks, as that was my main goal. Well If not the Xbox then what of the Dreamcast? There are plenty of homebrewn libs out there...

Once your game is finished you submit it to MS and they see if there is anyone who wants to publish it for you. I am not sure how much royalties that you get from this, but its the closest way that I can see an unknown (and indepenant) development group getting access to make products for the Xbox.
