The RTS starter kit?

1) Will the RTS kit (which was coded for TGE 1.3...) work ok with TSE?
2) Will it work okay with TGE 1.4?
3) Will they update RTS kit? (like... make AI code... do bugfixes that were suggested in the reviews)

I have my RTS kit working with Torque 1.4, but I had to make some engine changes as recommended on the RTS kit forums (a function or two has changed names). I would not expect the upgrade to cost anything, since the TGE upgrade to 1.4 was free. I cannot speak officially, but I haven't heard of any upgrade cost for upgrading RTS kit. Don't know about TSE, or a release date for any RTS kit upgrades.

What version of Torque would I diff the RTS KIT against to get a patch to apply to 1.4?
Where are the "RTS kit forums"? Can I read them before purchasing the licence?

Can't answer 1 and 2. I don't think the current version has any sort of TSE support.
I do know that GG is working on an update but I don't know the date of the planned update.
