Multiple Monitors / Torque Windows, Plugins?

Greetings!
I'm interested in how I might use Torque to "fake" system dialogs so I can have many dialogs that I can drag to different monitors, etc.
Mostly, they would be gui windows... not game windows... but it would be nice if I can open as many as my system can support.
Also how can I integrate a plugin system to load from DLL or CarbonBundle and eventually .so that can be Torque Windows or other system windows? (Basically, so you can use Torque or not use Torque to make a Plugin Dialog that runs in it's own window.
Anyone with some thought on these topics, please respond...
I am actively seeking if this is possible for a current project.

For instance FS2004 and FS2006 X can work with multiple monitors.
Edit: Do a search on "multiple monitors", ton's of hits.
Oops I was playing with the Unanswered Posts, uh need to check these dates.
