I was wondering what the licenceing terms are. I have TSE, TGE, the Lighting pack, and ragdoll. Can I just upgrade the TSE to commercial or will I have to upgrade them all, because I heard thete is a new lighting pack for the TSE coming out. I plan on working in TSE.

If you are not making a game, then a commercial license is necessary. Talk to the group or industry you are making a simulation for to see if they can front you a commercial license (they should be able to do it with little difficulty).
If you are making over $250,000, then upgrading your licenses to commercial should be the least of your worries.
And, yes, if you "hit the bigtime" and make a chunk of money, you will have to upgrade each license that you are utilizing to commercial.

And clean up that question. Because you can't understand what your asking. If are a TGE
commercial holder and want to upgrade to TSE and use it under the commercial license context then
you would need to purchase a TSE commercial upgrade. As far as the packs just have to deal with
whatever terms each pack has. There are no "commercial" versions of content packs as far as I am
aware.
Edit: that last sentence may trick you. No "commercial" content packs in terms of how that is
applied to the TGE license. But of course content packs are commercial in nature in terms of shipping
games with the items and data.

Finish the game first. By the time you are finished, TSE may be out of early adopter. Then you can determine the needs by what you are actively using in your project. If you are using something that requires a commercial license (look at the product page) then upgrade accordingly.

I already have the TSE indie early adapter. My game is a little more than half way finished. I would like to purchase the licenses I need before I release it.

Then upgrade to TSE commercial...this thread might help. If a TLK commercial license for TSE is eventually necessary (as it is not even in the current release pipeline) or you need to implement the master server in TNL in closed-source state, then pick up the commercial licenses as needed. It seems that I read recently that when you upgrade a commercial license for one product (TGE/TSE/T2D), you must do it across the board. But contacting them would clear up that. I may have been bleary-eyed from no sleep and too much beer and completely made up my own licensing terms.

Call 541-345-3040. Ask for Davey. We just got a new phone system, and the voice mail boxes have been giving us trouble.
