Car Physic?

Hi.
I have small racing game and there is 4 cars racing. 3 cars are controled by PC and 1 is in player control.
The problem is:
If I hit the opponent car while it's in motion everything seems more or less normal (it's just a matter of tweaking).
But if I hit (collide) the opponent car while he doesn't move then my car bounces and all but the other car doesn't do nothing, no move, no indication that it was hit at all, the same thing happens if bot's car hit me and I am standing still.
This is more of arcade type game so I don't need a real world situation, but i need some response for that type of collision becouase it looks silly this way.
If anybody have idea where should I look for solving this then please let me know.
I hope you understand what I mean to say...my English is a little bit weak :)
