What determines the " center " of vehicle

Does the pivot of the collision determine the vehicle's " center " ? Or is it the bounding box's pivot that determines the " center " ? From my own research I think the collision and bounding box need to have the same exact pivot in order for the vehicle to sit level on the ground in Torque. Would this be correct?

I believe that the COM for a vehicle is controled by the position of the pivot point on the bounds node. The vehicles position on the terrain would be controlled by the hub nodes or equivilent.
