Yeah milkshape is pretty darn cheap $15

Blender is open source (free) and IMO has more functionality than Milkshape.
If you want tutorials there are heaps.
My ones are at

Can i make 3-d models with torque shader engine

The torque package doesnt come with anything that will allow you to make 3d models.
For this, you will need a program like blender, or milkshape. Or if you are rich, maya and 3ds max.
Once you have one of these programs, you need to learn how to use it.
Once you know how to use it, you must add a plugin which allows you to export to the torque standard model format: DTS.
Once you have your DTS file, you can use it in the game engine.
Milkshape is cheap. Even when I was 5 or 6, 25 dollars wasnt too difficult to work up. Just had to mow the lawn a few times.
Blender is free. Its harder to use, but it has advanced features.

Torque shader engine is an addon to torque which provides the developer with shaders. The torque package doesnt come with anything that will allow you to make 3d models.

TSE isn't an "addon to torque " it's a stand alone engine. ;)"#1 TSE fanboy" :p

I use the following
1 Game Engine = Torque Game Engine (I have TSE also but it isn't ready for everday use)
2 3D Models = Mainly I use blender ( however I rely on Milkshape for quick and dirty work)
3 2D Art, textures and model skins = Gimp ( and paintshop pro)
4 C++ programming = Visual Studio.net 2003
5 Torque Script = Brain Editor ( this isnt torque specific, but i still use it from my 3dgamestudio days)

Justin, before you want to know which program to use I think you need to clearly outline what you expect the given program to do,I use the following
1 Game Engine = Torque Game Engine (I have TSE also but it isn't ready for everday use)
2 3D Models = Mainly I use blender ( however I rely on Milkshape for quick and dirty work)

www.blender.org is prbably also a good place to start
Then follow the links to elYsuin www.elysiun.com/forum/index.php and it's forum
If you search that forum you'll find literally hunderds of video tutorials, flash based tutorials, text tutorials, anwsers to user's problems and tips and tricks.
Also search the blender site using the search button on the front page (bottom right). It searches the official documentation which covers about everything, certainly the basics.
And a tip is that Blender does more than just modelling, animation, sequencing, rendering and a host of other stuff. To that end, if you only want to use it to model, you don't actually need to know all the buttons, and since they are arranged to be separate, just don't click on the animation buttons and you won't have to deal with the animation buttons.
There is mroe than enough information out there to learn, it just takes a little bit of research and time and willingness to learn, but what doesn't heh?

As long as it exports to a file format that can then be converted into DTS then it should be fine, except for maybe animation.
