Can I use the water shaders with legacy terrain?

Hi,
I have succeeded in porting the starter.fps to tse using the tge to tse resource(woohoo), I then tried to replace the old waterblock with the shader waterblock in the water demo, I kept the height the same for both, but all I have with the new waterblock is fog. Am I missing something? or do I have to use the atlas terrain stuff also? Any help on this would be great as I don't want to move on from here until I figure this out.

Water works fine without Atlas.
