Trouble Locating Torque Files/Editors

Hello,
I have been looking around Torques foulders and files and I have found very few things that I can actually open or use. Is there some reason for this or do I need some other software to access these files?
Secondly I have been looking around the Torque folders for the Mission/Terrain editor along with all the other editors and i have found nothing.
I would like to get started as soon as possible but as long as this continues I can't do anything.
--In summary
-Are there really editors in Torque like the ones displayed here --> http://www.garagegames.com/docs/tge/general/ch04s02.php or is this something completely seperate from Torque...
