The question of cooperation with companies overseas

Hello
We are Russian company consisting of creative and experienced CG people.
We are successfully working in computer games, gambling machine games, cartoon production fields, to say nothing about more narrow but interesting applications. Our staff is of very high qualtiy. www.als.ru
Although we are located in Russia , Saint Petersburg we intensively work with western companies as outsourcing company and partners.
Publishing this add I have two aims,
1 )to get the idea why Supreme Managers of Western companies just ignore my letters which I am sending to them ANSWERING their add about hiring a personnel, often even when it is mentioned that freelancers and outsourcers are ok.
2) The other aim is to probably advertise the services of the company where I work .
Please go ahead with your ideas regarding the success of such kind of partnership.
What is your personal attitude..
